Update: I tested the plug coming from the vehicle wiring and it is getting 11.8v on one black wire and 13v on the other black wire so the issue is narrowed down to the dome light assm itself. Again, no visible signs of damage are showing. I did read in another thread which someone was asking almost the same question and one reply suggested that the trunk light can actually affect the dome lights. If the fuse for that breaks, it causes issues with the dome but from what I can tell based on the fuse box itself, fuse F32 (7.5a) in the second from the top position on the left side of the panel controls both the dome and the trunk. That fact makes me think this cannot be the cause.
