Yes and no. There are ICE engines, but our utility uses turbines to generate power. They are more efficient. If ICE is used, an engine designed for steady output can be optimized around a single power band. For ICE (diesel) generators, about 40% is normal efficiency (some reaching 50%), turbines (with steam backup) are reaching 66%. Left over heat can be used to heat water, piped to nearby facilities. Similar CO2 output per unit of fuel, but other pollutants are more readily processed than in a vehicle.

An ICE car tosses 65 to 80% of its power into the air, as excess heat (exhaust, cooling system, radiated). A small car needs about 15 HP to cruise, but needs 5 times that to accelerate.

Then, EVs are more efficient users of power. Take the 500e. 121/103 MPG vs 28/32... 3 to 4 times the range for the given energy. Generating less heat, and producing only the power needed, it can be more efficient. Much of that heat comes from the converter. Given generator/transmission losses, it's not a big gain, but it happens.

Mostly it's alternative sources, hydro, wind, sun. Anything combustible can be used to generate power, so net CO2 can be neutral, or greenhouse gasses (usually methane) can be cleaned up. Of course there's the loss in transmission of power. That loss is less than transporting fossil fuels and offset by the losses to pump/process gasoline.

Until we reach technology like in Slapstick of Another Kind (chickens on Air Force One producing methane) there won't be a perfect solution. Or maybe the Chinese solution of shrinking everyone to 1" tall?
