Was driving and I heard this metal piece clanking on road after some dips in road. Looks like some small bolts/screws or tackweld came out/off and this piece is just hanging.

My worry is that this was holding something that is now missing; does that seem right? Or is this metal piece just a protection against low floors?

Much appreciation for any help with this seemingly specific issue.
