I don't know from personal experience but judging from comments from others on and off the forum I would say yes definitely there is a noticeable improvement. I imagine others will post some follow up replies that suggest the same.

Technically yes, it's better than stock restricted pipe.

I guess what Im really asking is , is it woth $400. or would that $$ somewhere else perform better, I have to make certain that I stay STC legal, or else I would have already bought the new ATM inner cooler

NorCal down pipe mod and 2.5" exhaust would be a better investment. Idk about the restrictions for STC, but see what you can do with exhaust.

I used to haunt the Volvo forums and they were all about downpipe mods as the big freer of power ( along with a tune of course) The tune/DP gained the most "bolt on " power when combined. helps the whole car to breathe better, I don't think it's that much more power but without you are leaving HP on the table. Depends on your ultimate goal.

I also second the NORCALSS 2.5 DP mod along with a 2.5 midpipe back exhaust as the stock DP/midpipe diameter is pretty pathetic and restrictive and most likely you will not see the full benefits without opening it up to a full 2.5..
