Does anyone know how to remove the plastic panel on the floor between the seats that fits over the handbrake housing?

Yes, remove the rubber insert from the rear cup holder, there you'll see a couple of nuts. then pull gently from the back, and detach from the center console.

if you have not removed it already put some blue painters tape all around the edges before you pull it out.
On Abarth it is tight fit and the tape will prevent scratches.

It is a pain to get back in. This car is tightly built . I removed to install armrest and was fighting with this piece for a hour.

I didn't find it complicated, actually removed it twice, once to hardwire a GPS (removed the front part as well in that case), and another to put a cover on the e-break, that was just a minute.
You DO have to move the seats forward to remove it easier. Also, even with the cover on top of the e-break (which just adds a mm or two), as the stock e-break cover is a soft rubber(like) material, it's not a problem to slide back in.
